全国政协委员林毅夫：对中国经济有信心仍有年均8%增长潜力

class=\"rich_media_content\"\u003e\u003cp\u003e中青报·中青网记者胡春艳\u003c/p\u003e\u003cp\u003e一直看好中国经济发展的经济学家林毅夫，一如既往地坚持自己的观点：到2035年，中国经济仍有年均8%的增长潜力。\u003c/p\u003e\u003cp\u003e今年政府工作报告把2026年\u003c!--VERTICAL_CARD_BEGIN_0--\u003eGDP\u003c!--VERTICAL_CARD_END_0--\u003e增长目标定在4.5%-5%这个区间，对此，作为全国政协委员，北京大学\u003c!--VERTICAL_CARD_BEGIN_1--\u003e新结构经济学\u003c!--VERTICAL_CARD_END_1--\u003e研究院院长林毅夫在接受中青报·中青网记者采访时解释说，增长潜力并非必然实现的增速。\u003c/p\u003e\u003cp\u003e为何存在高增长潜力，实际增长却低于潜力水平？林毅夫拿一棵树的生长来比喻：树能长多高取决于它的基因，实际长多高则还要考虑土壤、气候等外部条件；经济发展也是如此，GDP增速取决于增长的潜力，也要考虑到复杂多变的外部环境、内部结构的调整以及新技术的涌现等因素。\u003c!--MID_AD_0--\u003e\u003c!--EOP_0--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_0--\u003e\u003cp\u003e他分析，中国经济增长的潜力来自传统产业的\u003c!--VERTICAL_CARD_BEGIN_2--\u003e后来者优势\u003c!--VERTICAL_CARD_END_2--\u003e，以及\u003c!--VERTICAL_CARD_BEGIN_3--\u003e第四次工业革命\u003c!--VERTICAL_CARD_END_3--\u003e带来的机遇。中国拥有超大规模国内市场优势，有全世界最齐全的产业配套体系，让任何创新都能以更低成本、更快速度转化为产品，同时中国人多，人才也多。此外还有一个重要因素就是制度优势，能够有效结合“\u003c!--VERTICAL_CARD_BEGIN_4--\u003e有效市场\u003c!--VERTICAL_CARD_END_4--\u003e”与“\u003c!--VERTICAL_CARD_BEGIN_5--\u003e有为政府\u003c!--VERTICAL_CARD_END_5--\u003e”，调动企业家积极性并克服\u003c!--SECURE_LINK_BEGIN_0--\u003e市场失灵\u003c!--SECURE_LINK_END_0--\u003e。\u003c!--MID_AD_1--\u003e\u003c!--EOP_1--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_1--\u003e\u003cp\u003e“我们设定的增长目标是4.5%-5%，我认为是考虑到增长的可能、要应对的挑战以及继续推动改革的需要等的结果。”林毅夫认为，今年的实际增长也可能会超过5%，“即使在4.5%-5%之间，我相信，中国对世界经济增长的贡献依然可以达到30%。”\u003c/p\u003e\u003cp\u003e\u003cstrong\u003e提振消费要提高收入，也要提振信心\u003c/strong\u003e\u003c/p\u003e\u003cp\u003e眼下，地缘政治冲突，新一轮科技革命产业变革，“机遇与挑战并存”。林毅夫说，中国是超大经济体，国内大市场规模大，当外部环境充满挑战时，大经济体就像航母，能够继续乘风破浪前进，“这就是2008年以后，中国能够对世界经济增长贡献持续保持30%左右的一个最主要因素，这也是我们能够对中国经济增长有信心、有底气的一个相当重要的原因”。\u003c!--AI_MID_AD_0--\u003e\u003c!--AI_AD_1000--\u003e\u003c!--MID_AD_2--\u003e\u003c!--EOP_2--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_2--\u003e\u003cp\u003e\u003c!--AIPOS_0--\u003e今年政府工作报告再次把“扩大内需”“提振消费”放在重要位置，林毅夫说，提振消费的举措已经谈了几年，效果跟预期还有差距。因为影响消费的因素很多，一个是收入水平，一个是收入分配，还有一个是信心。\u003c/p\u003e\u003cp\u003e“我们现在的居民可支配收入增长是跟GDP的增长同步的，这是一个非常好的事情。”他认为，要让消费在推动经济发展中作出更大贡献，就需要提高收入水平相对低、消费倾向高的群体在收入分配上的比重。\u003c/p\u003e\u003cp\u003e今年政府工作报告中首次提到“城乡居民增收计划”，林毅夫认为，就是要让现在低收入群体的收入更快增长，包括创造更多就业机会、提高社会保障水平等。\u003c/p\u003e\u003cp\u003e与此同时，他谈到一组数据：2024年我国住户存款增加14.26万亿元，2025年在较高基数上又达到了14.64万亿元的增量，较2024年多增约3800亿元。\u003c/p\u003e\u003cp\u003e“人们手头有钱，为什么不消费？我想，跟信心有关。”林毅夫说，有人觉得我们的经济增长数据下滑，是不是哪里出了问题？实际上这是全世界经济增长长期处于低迷带来的影响，“从中国对世界经济增长的贡献率来看，我们还是世界上发展最好的国家”。\u003c/p\u003e\u003cp\u003e\u003cstrong\u003e抓住\u003c!--VERTICAL_CARD_BEGIN_6--\u003e智能经济新形态\u003c!--VERTICAL_CARD_END_6--\u003e的新机遇\u003c/strong\u003e\u003c/p\u003e\u003cp\u003e发展是解决一切问题的基础和关键，如何实现经济持续增长？林毅夫认为，要抓住新一轮工业革命带来的机遇，包括人工智能、低空经济、生物制药这些新兴产业；也要通过传统产业的智能化、数字化、绿色化来提质增效，“有的领域不仅能追赶上发达国家，甚至还可以像新能源汽车那样换道超车。”\u003c!--MID_AD_3--\u003e\u003c!--EOP_3--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_3--\u003e\u003cp\u003e\u003c!--AIPOS_1--\u003e政府工作报告连续三年提及“人工智能＋”，今年首次将“打造智能经济新形态”写入其中。\u003c/p\u003e\u003cp\u003e林毅夫建议，政府还要用好更加积极的财政政策和适度宽松的货币政策，提供更多资金投资于技术创新、产业升级，不仅要投向新兴产业、未来产业，也要支持传统产业智能化转型。\u003c/p\u003e\u003cp\u003e\u003cstrong\u003e“十五五”中国经济总量或达到170万亿-180万亿元\u003c/strong\u003e\u003c/p\u003e\u003cp\u003e多年前，林毅夫就预测，2030年中国GDP将超过美国。对此，他表示，2014年，世界银行和国际货币基金组织公布统计结果，认为中国经济规模按\u003c!--VERTICAL_CARD_BEGIN_7--\u003e购买力平价\u003c!--VERTICAL_CARD_END_7--\u003e（PPP）计算已超越美国，成为全球第一大经济体。\u003c/p\u003e\u003cp\u003e“现在按照购买力平价计算，我们的经济规模已经达到美国的130%多了，如果按照市场汇率来计算，我们现在大约是美国的2/3，达到其65%左右。”林毅夫说。\u003c/p\u003e\u003cp\u003e他分析，理论上说，中国每年以比美国高3个百分点的速度增长，经济规模会不断逼近甚至在2030年达到美国的水平。但是，市场汇率会受到美国的货币政策还有国际金融秩序的影响。美国凭借其美元作为国际主要储备货币的地位，实施了无限量的\u003c!--VERTICAL_CARD_BEGIN_8--\u003e量化宽松政策\u003c!--VERTICAL_CARD_END_8--\u003e。\u003c/p\u003e\u003cp\u003e“中国的人口是美国的4倍多，中国人均GDP超过美国的1/4，我们的经济规模会超过美国，世界经济格局就会发生变化。”\u003c!--AIPOS_2--\u003e林毅夫预测，“十五五”时期中国经济总量很有可能达到170万亿-180万亿元。对老百姓而言，有增长就有机会，百姓收入会增加。“中国走的道路，中国发展的经验，可以给很多国家作为参考，增强他们的发展信心”。\u003c!--MID_AD_4--\u003e\u003c!--EOP_4--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_4--\u003e\u003cp\u003e来源：中国青年报\u003c/p\u003e\u003cstyle\u003e.rich_media_content{--news-tabel-th-night-color:
